A Brief Report
on
'Dialogue on Social Security
in Informal & Formal Sector'

Inauguration:
A
two-day national seminar on "Dialogue on Social Security
in formal & Informal Sector" was successfully
held on 8th August to 9th 2002 in Kathmandu, Nepal. On
the occasion almost speaker were highlighted the necessity
of social security to all.
The chief guest of the inaugural session
Mr. Ram Chandra Poudel, Central Committee Member Nepali
Congress and former Deputy Prim-Minister said popularity
of any democratic government's depends on the effectiveness
application of social securities provisions to their nation
people. If the government denies its, declination is binged,
he added. Now the nation is confronting into two parts
as good and bad tradition. NTUC as a leading, democratic
and socialist organization should be able to lead for
the goodness and sake of human welfare. Practices of social
securities are maximized in western society. Instead of
it's in our context periphery, we are now in prime stage,
he pointed. Mr. Poudel disagreed with the present political
scenario and step taken by the ruling government basically
ban of fundamental rights of people.
Mr. Laxman Basnet, Member of ILO governing
body and President of Nepal Trade Union Congress (NTUC)
said, now the country is facing two kinds of extremists.
Both extremist are barrier in the democratic development
of the nation. For the proper protection of democracy
and workers trade union and other human rights, trade
unionists are being ready to sacrifice their lives, he
stressed.
Mr. Puskar Acharya, General Secretary
highlighted the need of the program and well come to the
participants.
Mrs. Madhu Sharma, Nepal Trade Union
Congress (NTUC) central committee member, Mr. Achyut Raj
Pandy, President of Nepal Truism and Hotel Workers Union
( NTHUW ), Mr. Barn Bahadur D.C. NTUC district president,
were also highlighted the need of social dialogue.

of Nepal Trade Union Congress conducLed the program.
Close session:
First day
After the completion of opening ceremony
close session started. The first session of the day conducted
by Brother, Puskar Acharya. All most participants were
familiar but Mr. Acharya introduced each other in a new
manner. He also over viewed to the program. Workers Challenges
and threat in formal and informal sector as point of view
of trade union also discussed.
A session in social security in informal
sectors workers took by Brother Ganesh Prasad Niroula.
Concerned laws provisions also highlighted. On the occasion
Mr. Ram Mani Pokharel presented a concept paper of social
security for informal sector basically, rural and agriculture
workers. A political commitment and action plan program
should be essential towards this, participants had the
comment.
Mr. Laxman Basnet, President of Nepal
Trade Union Congress highlighted on today's necessity
of workers social security. He also briefed in NTUC's
social security concept paper which was submitted in the
lower house for parliamentarian process as a private bill.
2nd day
Second day of the program started by
recapitulation of the first day. Mr. Barn Bahadur DC Dang-
NTUC district President and Mrs. Kamala
Timisina NTUC- Bhojpur District president briefed the
first day activities to the session.
Mr. Puskar Acharya took the class on
the pattern of social dialogue to promote workers welfare.
The global role of trade union also discussed. The linkage
among trade union and trade union, social and civil organization
also highlighted. The effectiveness other social institutions,
the role of tripartite for the promotion of workers welfare
also highlighted. Need of social dialogues stressed for
achievement social justice.
Output of the Program
- Workers were sensitized about the
board social security concepts.
- Extend the information among workers
about NTUC's Social security concepts.
- Central levels as well as district
level leaders were agreed to the process and method
of social dialogue enhance to the workers' welfare.
- Districts level workers were agreed
to campaign social security in their own level to the
strengthen NTUC's central policy.
- Agreed to form a strong lobby and
mechanism for the further steps towards pass NTUC's
Social Security.
